Who is Zaki ur Rehman Lakhvi?

Apart from being the supreme commander of the terror outfit Lashkar-e-Taiba (LeT), Zaki ur Rehman (48) is accused as the mastermind behind the 26 November 2008 Mumbai attacks that saw the death of 166 people.

How is he the alleged Mastermind?

According to National Intelligence Agency Lakhvi trained and coordinated with the 10 LeT Terrorists involved in the attacks and also persuaded his co-conspirator David Headley (An LeT spy who scouted Mumbai for possible targets to attack).

What are the main evidences against Lakhvi?

AJMAL KASAB EVIDENCE

A major chunk of evidence came from Ajmal Kasab, the only terrorist who was captured alive in the terror attack. He confessed that he was recruited by “Zaki Chacha” (who is none other than Lakhvi) and along with Hafiz Sayeed, he was divided into 5 pairs to attack in different locations. He also revealed that the attacks were possible with the support of the Pakistani Intelligence Agency ISI.

AUDIO TAPE EVIDENCE

India intelligence submitted an audio tape of purported conversation where Lakhvi was heard instructing the 10 terrorists from the LeT control room in Karachi. It was easy for Lakhvi to get the intelligence he wanted from the TV news reports.

Despite the evidence, why is Lakhvi still not convicted?

The audio tape evidence was inadmissible because Lakhvi refused to give his voice samples for verification. This means that there is no proof that it’s his voice. And Pakistan is not is willing to handover Lakhvi to India, where all the proceedings are taking place by the Islamabad High Court.

According to Kasab’s evidence, Lakhvi wanted to attack Mumbai because the city contained India’s main economic strength. However, the fundamental agenda is to wage war against India. In an interview to The Nation, Lakhvi said that he was preparing the Muslims in India. Speaking about his plans in utilizing them he said “….when they are ready, it will be the start of the disintegration of India.”

What was the controversy about his bail and his jail conditions?

Lakhvi was let out on bail initially; where after Indian government disapproved the Pakistan court’s decision and protested. They remanded him again in Adiala prison, where the jail officials cited that, "They have the jailer's permission to have a television, mobile phones and access to internet, as well as dozens of visitors a day," and "can receive any number of guests, any time of day or night, seven days a week."

What is the present scenario?

The Pakistan court has accepted Lakhvi’s appeal and pronounced that it is illegal to keep him in prison and has ordered for his release. This again created a outrage from India.
