HYDERABAD: The Andhra Pradesh Assembly remained paralysed over Telangana for the third day today as TDP and TRS members stalled the proceedings demanding a discussion and adoption of a resolution on the statehood issue.

Since it was the penultimate day of the Budget session, Speaker Nadendla Manohar rushed through the statutory process of adopting the demands for grants related to different government departments even as the House was caught in a pandemonium.

The Assembly was supposed to take up a short duration discussion on the corruption issue today but the Telangana legislators did not let the House function smoothly.

The Speaker, on behalf of the House, also moved a motion appealing to youths and students not to resort to suicide.

"Its a matter of grave concern that some youths are committing suicide in the state in recent days. Solution to any vexatious issue can be found in an amicable manner through discussions and there are several options available in our Parliamentary democratic system. Suicides are not a solution," the Speaker observed.

The extreme actions of the youths were causing anguish not only to their families but also to the society at large, Manohar added.

He expressed sympathies to the bereaved families on behalf of the House.

Trouble began in the House as soon as it assembled for the day's proceedings at 9 am and within five minutes had to be adjourned for 15 minutes as TDP and TRS legislators surrounded the Speaker's podium raising slogans in support of their demand.

A couple of independent MLAs also joined the protest. The House resumed after 130 minutes but there was no let up in the Opposition's stance. .

Even as the din continued, Speaker rushed through the business of moving demands for grants related to different departments.

A Bill to amend the Excise Act was also passed. As the TDP and TRS members continued to raising slogans remaining in the Well of the House, a few Congress legislators from Telangana too rose to their feet at their respective positions and joined chorus.

The Speaker then adjourned the House for another ten minutes.

The Speaker's efforts to broker peace failed as the Opposition members remained adamant and this was evident when the House resumed after the second adjournment. Manohar then adjourned the House for the day.
