CDA in Trouble over Improper Records

KOZHIKODE: The Calicut Development Authority (CDA) has found itself in trouble with the 2012-13 local fund audit report criticising the authority for not keeping its various financial records in a proper manner. A copy of the audit report, accessed by Azhimathi Virudha Janakeeya Munnani general convener KP Vijayakumar, under the Right to Information Act, says that the financial status of CDA could not be examined during the year 2012-13, owing to the lack of recorded statements and irregularities in the available registers.

The audit, carried out by the local fund senior deputy director M P Ananda Kumar, noted that the CDA’s collection register lacks information regarding item-wise collection. Regarding the income register, the report says that there was no written record of CDA’s revenue during the period. The situation is no different in case of registers on earnest money and security deposits.

Another irregularity is regarding the Investment register, as the auditors revealed that the development authority has not kept records regarding the shares of Kerala Urban Development Corporation, to the tune of RS 1,41,500.

The auditors further said that the CDA has mentioned a sum of `1,49,34,547 under the long term deposit. However, the amount was actually a fixed deposit and had already been withdrawn. It could not be put as revenue, the report adds.

It also reveals irregularities in the pension contribution, earnest money and security deposit. The report notes that the CDA mentioned figures of `92,000 and `10,72,468 under earnest money and security deposit, respectively. However, it was found that as per the records, the actual figure stands at `11,600 and `10,75,468 under earnest money and security deposit, respectively.
