As a large number of houses under the State-sponsored Mo Kudia Yojana has remained incomplete, the State Government has asked the district collectors to make a special drive to ensure completion of the houses sanctioned for the current financial year.
Under the Mo Kudia programme, the Government has set a target to construct 24,000 housing units, including nearly 12,000 carry over from the last year. The Government sanctioned another 443 units for the current financial year. However, till the end of June, only 2,355 houses have been completed, which is 10 per cent of the target.
As per the latest monthly progress report, 14,192 houses are left incomplete by the end of June. Since there is a mismatch between the number of houses sanctioned and the number of houses completed, the Government has asked for a consolidated figure from the districts.
“The monthly progress report may not be correct. Inventory of all the incomplete houses should be prepared block-wise from 2008-09 to 2012-13 and consolidated at district level. The report should be sent to the Government by August 30,” Panchayati Raj Secretary D K Singh wrote to the district collectors. While preparing the data base, the district collectors were asked to ensure that details of the beneficiaries, year of sanction, unit cost, amount released, present level of construction and reason for incomplete work should be mentioned.
Stating that the implementation of rural housing scheme for the left out poor is sluggish due to lack of monitoring, the department has asked the project directors of the District Rural Development Agencies (DRDAs) to assign the job to each of the officers of DRDA. Each officer of the DRDA will be assigned one or two blocks as rural housing nodal officer for better monitoring.
The nodal officers will visit each gram panchayat of the assigned blocks and interact with the beneficiaries whose houses have remained incomplete. Assistance will be extended to the beneficiaries for timely completion of the houses.
The State Government launched the Mo Kudia scheme in 2008 to assist the poor families who were dropped from the 1997 BPL list and the families who do not figure in the list. The BPL survey has not been conducted in the State after 1997. Under Mo Kudia, the beneficiaries get financial assistance from the State fund equal to the assistance given under the Centrally-sponsored Indira Awas Yojana.
