Rajya Sabha member and president of the Odisha Jana Morcha (OJM) Pyarimohan Mohapatra on Saturday maintained that it was not proper on the part of Bihar Chief Minister Naveen Patnaik to have recommended coal block allocation in favour of Hindalco to Prime Minister Manmohan Singh after it was rejected by the screening committee.

Referring to the explanation of the Odisha government that the final decision on coal allocation rests with the Centre, Pyarimohan alleged that the CM was trying to hoodwink everyone on the issue as the primary responsibility on leasing out mines is with the state government as per the law.
