BHUBANESWAR: The State Government has decided to set up a State Open University (SOU) to boost skill development education. The SOU will offer skill development education courses to students who are dropping out at different levels from the educational institutions. The university will target these students for generation of employment through skill development in diploma and degree courses.

All the five universities in the State, which are imparting distance education, do not have skill development courses. About 14,000 students are admitted to the distance education courses of Utkal, Berhampur, Sambalpur, North Odisha and Fakir Mohan universities.

Official sources said the SOU will work out modalities for recognition and standardisation of skill development education in the State. Ten acres of land will be provided for the proposed university in the Capital City. An estimate of `11 crore has been made for the university per year. There are open universities in 13 States and most of the distance education courses are offered by these institutions through franchise holders.
