BHUBANESWAR:The Odisha Medical Service Association (OMSA) has reiterated its demand for implementation of dynamic assured career progression (DACP) and cadre restructuring of Odisha Medical Service doctors.
The central executive committee of OMSA, which met here recently, regretted that while the State has already implemented Revised Assured Career Progression (RACP) for all other employees as per Central Government norms, it is not taking any decision to implement DACP. The DACP has been implemented by the Cente since 2006.
Meanwhile, 13 States have implemented DACP which assures a time-bound promotion for doctors after four years, nine years, 13 years and 20 years of service, said OMSA president Dr Nirakar Bhatta.
Even as the Government has implemented place-based incentive for doctors working in difficult areas from June 1, 2015, OMSA said same benefit should be extended to doctors working in similar conditions in other areas.
As the State is facing acute shortage of doctors in peripheral hospitals and doctors serving in urban centres not keen to take up rural posting, Bhatta said implementation of DACP will solve scarcity of doctors to a great extent.
With about 750 doctors passing out every year from the medical colleges of the State, OMSA urged the Government to take necessary steps for recruitment of doctors through Odisha Public Service Commission (OPSC) every year to maintain seniority of the serving doctors.
While demanding publication of the inter-ministerial committee report on cadre restructuring, OMSA also urged the Government to fulfil other demands including yearly DPC for promotion, in-service post-graduation period as deputation and administrative and refresher training for doctors.
