BHUBANESWAR: Members of Odisha Subordinate Finance Service (local fund audit) have urged the State Government to create a separate cadre for auditors and to upgrade entry level post to class-II grade.
As the auditors of local fund audit (LFA) are working under the technical guidance support of the office of Accountant General (AG) and officers from Odisha Finance Service posted as district audit officers have little knowledge in auditing, president of LFA, Odisha, Jyotirmaya Kar demanded creation of a separate audit cadre like AG.
In the absence of any promotional avenues, most of the auditors of LFA are retiring at the entry level post while a few of them are promoted to audit superintendent.
In contrast, an assistant section officer in the State Secretariat is being promoted to the rank of additional secretary, Kar said.
Though the State Government recently created nine posts of additional district audit officer, the eligibility condition for promotion to the post is a deterrent factor. Audit superintendents, who have served in the post for five years, will be eligible for promotion. This has been strongly opposed by the LFA association.
The association further demanded that 50 per cent posts of district audit officer should be filled by way of promotion from the local fund audit personnel.
The association has decided to resort to agitation if its demands are not met by the State Government.
