BHUBANESWAR: With the last phase of the panchayat polls less than 12 hours away, both the BJD and BJP are in an aggressive mode with the fight for supremacy at the grassroots level getting more intense.

While the BJD has won 169 less Zilla Parishad zones this time at the end of the fourth phase polls compared to 2012 panchayat polls, Congress has almost been decimated and is yet to open its account
in 17 districts.

The BJP camp, however, exuded confidence as the party has gained at the cost of the BJD and Congress loss of seats and improved its tally from 25 by the end of the fourth phase in 2012 polls to 245 this time.

According to the unofficial trends of results of the first four-phase Zilla Parishad polls received here, the BJD has won 381 seats out of the 700 seats elections for which have been held followed by 245 seats won by the BJP and 47 by Congress. Others and independents are ahead in 27 seats.

However, there is all likelihood of a change in the tally of seats after the official announcement made by the State Election Commission (SEC) on February 25 as results in many seats are yet to be made final due to different reasons.

But the picture has somewhat become clear in at least 22 districts after the first phase elections with BJD in a position to form Zilla Parishads in 13 districts and BJP in eight. Congress is sure of forming the council in Jharsuguda districts.

The picture is not yet clear in eight districts where the BJD and BJP are in almost the same position and will need the support of independents and others to form councils. There is a possibility of Congress forming the Zilla Parishad council in Rayagada district if it can win in all the four ZP seats which will go to polls in the fifth phase.

The results so far are a big let down for the BJD which had formed Zilla Parishad councils in 28 out of 30 districts in 2012 panchayat elections. The Congress which had won 121 seats in 2012 elections had formed councils in Jharsuguda and Kandhamal districts. The picture in Kandhamal district remains unclear. However, the Congress position in the district has slipped to the third position.
