CHENNAI: Opposing the idea of reservation on the basis of economic considerations, Chairperson of the National Commission for Backward Classes, Justice M N Rao, on Tuesday said such a move would only serve as an attempt to bring back those who had lost power in the country.

Addressing a seminar on social justice organised by the All India Federation of Other Backward Classes Employees Welfare Associations, he said economic factors should not be the criteria for reservation. “A student studying in Tamil medium and who crossed hurdles to score 65 marks in English cannot compete with another, who was provided with all facilities and scored 66 marks,” he said.

Advocating caste-based reservation, he said enumeration of castes was being opposed by a section of society, as they feared that the 70 crore population comprising Other Backward Classes would demand power. “It has taken many a year to implement the Mandal Commission’s report. We are yet to empower the National Commission for Backward Classes,” he said.

Pointing out that only 7 per cent of the 27 per cent job vacancies in the Class I rank was reserved for OBCs, he said the remaining 20 per cent had gone to people of other communities.

Former Lok Sabha MP and NCBC member S K Karvendan said the reservation policy for OBCs was not being properly implemented with regard to promotions. “The Centre must implement the report of the Parliament Standing Committee on SC/ST/OBC headed by Sudarsanam Nachiappan immediately,” he said.
