Foundation stone for the superspeciality hospital at Karaikal would be laid before February 28, Lieutenant Governor Virendra Kataria said here on Saturday setting at rest the controversy surrounding the establishment of the hospital. The Rs 100-crore project will be on stream with ONGC releasing `45 crore as first installment, said the Lieutenant Governor.
