TN Cadre IPS man Accused of Abetting Suicide of Bollywood Poet-lyricist’s Son

CHENNAI: An FIR has been registered in Mathura, UP, against a Tamil Nadu cadre IPS officer and 37 others for allegedly abetting the suicide of Bollywood poet-lyricist Santosh Anand’s son and wife last week.

The FIR was based on a 11-page suicide note Santosh Anand’s son Sankalp (38) left behind before he and his wife Naresh Nandini (34) threw themselves in front of a train along with daughter Ridhima (5) in Mathura. Ridhima alone survived, though with serious injuries.

The FIR was registered after Santosh Anand filed a complaint with the Kosi Kalan police station in Mathura. In the suicide note, Sankalp, who was working as Drawing and Disbursing Officer (DDO) at the National Institute of Criminology and Forensic Science (NICFS) in New Delhi, described how he was forced to be part of a sham construction scheme project worth `250 crore and victimised by 38 persons, including Inspector General Sandeep Mittal, who is DIG (administration) at NICFS. Mittal is a 1995 batch IPS officer of the TN cadre. He had gone on Central deputation and joined NICFS in 2012. Sankalp also named IPS officer Kamalendra Prasad (now DG Home Guards UP), who was the then Director of NICFS, in his suicide note.

In 2011, Mittal was in the dock following a police firing under his watch on a procession to pay homage to Dalit leader Immanuel Sekaran at his memorial in Paramakudi on September 11. Seven persons, including six Dalits, died in the firing. The police were pilloried for failing to follow standard procedures for crowd control, like lathi-charge or firing teargas shells or using water cannons, before opening fire.

Sankalp’s suicide note also mentioned the money he was forced to collect on behalf of the officials from a private construction company for the sham construction project. Sankalp claimed he was threatened by the construction company, the local police and others. When he brought it up with Mittal, the IPS officer allegedly refused help, saying it was up to him sort it out.

After that he started receiving threatening calls. Sankalp said he reached a stage where he could not bear the mental torture anymore and decided to end his life.

According to sources, Santosh Anand may push for a CBI probe, since he fears that the local police would be hesitant in going after senior IPS officers.
