CHENNAI:THE Madras High Court has impleaded the director of Town and Country Planning and the president of Perumbakkam panchayat as party-respondents in a PIL seeking removal of encroachments in the reserved areas in a layout  earmarked for setting up parks and public purposes in Perumbakkam in Sholinganallur taluk.

The first bench of Chief Justice Indira Banerjee and Justice M Sundar ordered the implea-dments when the PIL from K Stalin alias Vinoth, of Perumbakkam, came up for hearing on Monday.
According to petitioner, the layout in Perumbakkam had been approved after allotting space for three parks. However, the areas meant for parks were encroached upon and compound walls were also constructed. Despite protests and representations, the encroachers put up massive constructions there.
The government should safeguard and protect reserved spaces for public purposes, petitioner added.
