EoDB: Telangana modifies guidelines to woo investors

As per the revised guidelines, the online system will send out SMS/email notification to the applicant as and when the application is submitted and approved or rejected.

HYDERABAD: Investors Facilitation Cell,  with an intention to attract more investments to the state, has further amended the operational guidelines relating to the scheme of incentives, T-IDEA and T-PRIDE, for improving the Ease of Doing Business (EoDB).

As per the revised guidelines, the online system will send out SMS/email notification to the applicant as and when the application is submitted and approved or rejected. The intent letter, sanction and disbursement of incentives will be issued online without delay. Further, strict timelines have been specified for processing of applications.

In order to streamline the mechanism of applying for and sanction and disbursal of applicable incentives by business/industry to facilitate the ease of doing business, as per the central government’s guidelines, the state government has made some changes to the guidelines by issuing an order.

As far as Online Single Window System is concerned, the incentives under Industrial /Sectoral Policy will be provided as a service through the TS-iPASS Single Window Online System (www.ipass.telangana.gov.in).

The application for applicable incentives should be submitted online. The single window system should have information on the procedure, timelines and a comprehensive list of documents that are required to be submitted for applying for various incentives.

Further, the online system will send out SMS/e-mail notification to the applicant as and when the application is submitted and/or query is raised and/ or application is approved/rejected.

The online system should facilitate the tracking of status and approval with respect to the applications made.

In fact, the department of industrial policy and promotion (DIPP) of the Union government had earlier sent Business Reform Action Plan (BRAP) to the state government for improving EoDB for year 2017. BRAP-2017 consists of 405 reforms which include those pertaining to 12 secretariat departments and 23 HoDs.

The Business Reforms Action Plan mandates certain reforms in filing, processing, sanction and disbursement of incentives under state’s industrial policies. Thus the state government has now modified operational guidelines to streamline the mechanism.

Timeline for processing applications

The following timelines are specified for various activities related to the sanction of incentives and should be strictly adhered to:
Issue of acknowledgement/intent letter: Seven days
Issue of sanction letter: 60 days
Release of subsidy: Six months
