Property owners face tough time getting online mutation certificates

HYDERABAD: Obtaining online mutation certificates by property owners in cities, towns and nagar panchayats across the state continue to be a tough task as there is an inordinate delay in issuing the certificates by the ULBs.Despite clear instructions from Telangana Municipal Administration Department (MAD) in July this year to the ULBs to clear the pending mutation applications, there is no marked improvement in clearing the pending files till date and people are made to run from pillar to post to get the mutation certificates.

Of the total 13,257 mutation applications, only 4,194 odd certificates were issued while 7,834 are under process and of them 4,972 are pending for the last several months in about 63 ULBs barring Greater Hyderabad Municipal Corporation (GHMC).As per the state government’s mandate, the municipal commissioner should process and issue online mutation certificates within 15 days of receiving applications from the registration and stamps department without fail. But only some 1,343 mutation certificates were issued on time and another 2,851 certificates were issued beyond 15 days. Another 1,228 applications were rejected. 

Khammam corporation tops the list with 466 pending mutations with another 763 in process followed by Kamareddy with 324 pending and 551 in process, Nirmal with 307 dues and 402 in process, Palwancha with 291 pending and 422 in process, Mahbubnagar with 270 pending and 403 in process, Jagtiyal with 228 pending and 390 in process, Suryapet with 218 pending and 298 in process.    

Director of municipal administration TK Sreedevi issued a circular directing the ULBs to immediately attend and clear all the pending mutation certificates immediately and ensure that online applications are cleared strictly on time. Though the applicants have been making rounds to the ULBs to know the reasons for the delay, there has been no proper or convincing response from the authorities concerned.

Even state’s chief secretary SP Singh had observed at a review meeting few months ago that there were over 5,500 mutations received from the respective Sub-Registrar’s Offices (SROs) pending with ULBs. The online system is made available since June, 2016 and no manual process is allowed to take up for the registrations made from June, 2016. The registrations that took place at SRO office will get auto transfer to ULBs title transfer nodule which would in turn will be processed  by the municipal commissioner for the completion of the certificate.
