SWGs to process big project proposals online

THIRUVANANTHAPURAM: Specal working groups (SWGs), bodies that give administrative sanction for projects exceeding `10 crore, will now process proposals online.  

The Finance Department has launched a website  workinggroups.kerala.gov.in that will cover a range of activities from processing proposals to generation of minutes. Once the new system stabilises, the department plans to do away with the practice of submitting hard copy of proposals. 


In the new system, administrative departments have been asked to send proposals to be  considered by the SWGs to the wings concerned in the Finance Department and Planning and  Economic Affairs Department as e-file and also upload proposals in the website. They should be submitted eight working days prior to the SWG meeting.


The Finance Department will process the proposals through e-file and will ensure their recommendations are uploaded in the analysis note before four working days.

The proposals forwarded to the Finance Department for placing in the SWG will be returned to the administrative department citing shortcomings only with the approval of the Finance Secretary.

The Finance Department will publish the schedule of SWGs on every 2nd of a month. It has been decided proposals will not be taken up in SWGs in the absence of secretaries.
