The Delhi Police has detained four persons in connection with the firing incident in the Bara Hindu Rao area, which left two people dead.
The incident took place on Thursday night in Filmistan Road area during which two people, including Rajput, 30, was killed.
Some locals caught hold of them, and they suddenly started firing, Ahmed said, adding that he entered a godown and saved himself.
Nineteen of these 23 patients left the hospital even before they could be shifted from emergency area to wards inside the hospital, the statement quoted North Delhi Mayor Jai Prakash as saying.
Sisodia said it is very shocking that a large number of COVID-19 patients have gone "missing" from the hospital, a source said.

The hospital has 250 beds reserved for coronavirus patients and according to the Delhi Corona app, all beds are currently occupied.
Besides officials of the health department, North Delhi mayor Jai Prakash and commissioner Sanjay Goel attended the meeting.
Preparations are afoot to set aside 200 beds in Hindu Rao Hospital, being run by the North Delhi Municipal Corporation (north DMC) for Covid patients.
In a statement issued late night on Wednesday, the RDA threatened that its members will go on a complete indefinite strike, if the demands are not met.
