A senior official said said that both have been booked under Section 3 of the Explosive Substances Act, 1908, and other sections of the IPC, including attempt to murder.
Hossain, Trinamool Congress MLA and the minister of state for labour, was waiting at platform number 2 to catch a train to Kolkata around 10 pm on February 17 when the blast occurred.
The miscreants who could have links to an international terror group possibly brought the explosive kept in a bag from outside the state and were on their way to take it to Kolkata or somewhere else.
Condemning the incident, the governor, who visited the minister of state for labour at a hospital here in the evening, said that a "very expert investigation" is required into the incident.
Senior BJP leaders such as Piyush Goyal and national-general secretary Kailash Vijayvargiya condemned the attack and wished quick recovery of the injured.
At least two other persons who were with him were also injured in the incident.
