The Uttar Pradesh Police killed Dubey in an encounter on July 10 after he 'attempted to flee' while being taken to Kanpur from Ujjain.
A bench headed by CJI SA Bobde said that there were enough safeguards to ensure fair inquiry by the judicial panel into the encounter which took place in Kanpur.
