Karnataka CM’s flagship Pratibimba, a poor reflection of govt’s achievements

BENGALURU: The dashboard ‘Pratibimba’ unveiled by Chief Minister Siddaramaiah on Tuesday is meant to showcase the achievements of the government, but the platform is strewn with so many inadvertent errors, that it is bound to leave the CM embarrassed.

“Pratibimba will reflect the breadth and depth of the work of all our government departments across flagship schemes, programmes and policies in Karnataka,” says the CM’s message on the platform, but if Pratibimba is a reflection, then it is a hazy one indeed.

A brief look at the programmes in several departments, the allocations and targets (from 2013) shows carelessness in entering details, set tables which do not give proper indication about the schemes and implementations and in some cases, wrong information entirely. The site does not have a basic search option making it a very shoddy effort.

For instance, in the e-Governance section, the number of operational Bengaluru One and Karnataka One centres are shown to be 23, when in reality that number is 28. The target also shows 44 centres as the target for the year 2016-17, when in reality, the target was only 33. Officials in e-Governance Department confirmed there was an error in the entry of details.

The website has been designed by private agency KPMG and Tushar Girinath, one of the Principal Secretaries to the CM was coordinating on the website. Sources in the CM’s office said there was a rush to unveil the site, as the CM wanted it ready before the budget presentation to upload details of the budget.

Director of Kannada and Culture, Dayanand K A, was at a loss to explain how in the category of Financial Aid to Institutions, Support for Artists to buy Costumes and Musical Instruments, an expenditure of `1.5 crore of utilisation was shown against third quarter of 2016-17, when the beneficiaries identified was shown as zero.

Commissioner of Public Instruction P C Jaffer was amused to find that the expenditure on textbooks was not only way above what was allocated, but the amount mentioned was incorrect under the categories.
Principal Secretary DPAR (e-Governance) Gaurav Gupta said it was possible errors that had entered the site and it was a collective exercise by all departments to update the information. Tushar Girinath was unavailable for comment.
