Tamil Nadu seeks IIT-M advice on digitising RTO tracks

With closed-circuit cameras and sensors to record the conduct of driving tests, computerised tracks will be set up at 14 cities in TN.

CHENNAI: The State Transport Department (STD) has sought a technical opinion from IIT Madras, in connection with the much-delayed process of computerising drive-testing tracks at select Regional Transport Offices (RTOs),  even as the bid submission deadline for tenders floated for the same saw repeated revisions. The most recent extension of the deadline saw the date being pushed to November 30.

Initially announced last year, the measure is aimed at improving the qualitative aspect of driving tests and their subsequent evaluation. A sum of J10 crore has been earmarked for construction of dedicated testing tracks, besides installation of hi-tech systems, at 14 RTOs across the State.

Presently, the driving tests are conducted in a manner wherein physically present motor vehicle inspectors hold the aces. It is entirely within the inspector’s discretion when it comes to judging the applicant’s competence. But, it is expected that once the testing tracks are computerised, there will be a significant change in the scenario.

High-definition closed-circuit cameras and sensors at various vantage points will record the conduct of driving tests and relay the information to an official sitting in the control room, who will then closely monitor the driving of the applicant. Another advanced feature that has been mooted is the biometric system, which would eliminate instances of impersonation.

The tender for identifying the firm to undertake the job was first floated in September last year, but it has since been postponed by the State Transport Authority (STA) on no less than six occasions. The deadlines for submitting the tenders were repeatedly extended, with the latest being pushed to the end of this month. With this as the backdrop, the transport department has now contacted IIT Madras for technical assistance.
Speaking to Express, a transport department official stated that while physical construction of testing tracks at the RTOs, entrusted to the State Public Works Department, is nearing completion, the installation of technological systems is pending. 

“The tenders for identifying the firm remain open but we are considering various upgraded technologies. Students of a private engineering college in Karur have developed a project on this subject. We have also approached IIT Madras to evaluate the project and are expecting feedback from the institution,” he said.
