VIJAYAWADA: Advocates of Bezawada Bar Association (BBA) will boycott duties for a day on Friday opposing the circular issued by the Hyderabad High Court to allow junior civil judge courts to deal with cases valued up to Rs 20 lakh as against Rs 3 lakh following the proposal of the State government.

On Thursday, the association representatives convened a governing body meeting and discussed the future course of action to be adopted following the circular issued by the High Court.

Addressing media persons here on Thursday, BBA president Kondapalli Satyanarayana Rao asked how can the junior civil judge courts deal with cases valued up to Rs 20 lakh without any prior experience?”
Earlier, there was a guideline that students with experience of three years as an advocate only were eligible to appear for junior civil judge examination. But now, Supreme Court has issued a guideline that students, who have completed their Bachelor of Laws (BL) degree, are eligible to appear for junior civil judge examination, Rao said.

The students, who pass the examination, are appointed as junior civil judges, he added.
The BBA president said with a meagre experience of three to six months training in the Judicial Academy, the junior civil judges cannot have knowledge of all rules and Acts.

Taking this into consideration, the State government should reconsider the proposal and ensure that the junior civil judges deal with cases valued up to `3 lakh only and upgrade themselves as senior civil judges later following the procedure, he said.

A representation would be submitted to Law Secretary seeking his intervention in the issue.
“Krishna District Bar Federation has also extended its solidarity to our agitation and boycotting their duties on Friday,” Rao added. BBA secretary D Lakshmana Rao was also present.
