External Affairs Minister S Jaishankar will undertake a two-day official visit to Moscow beginning Sunday to hold talks with his Russian counterparts on a range of issues, including bilateral trade and investment ties.

Jaishankar will also meet Russian Foreign Minister Sergey Lavrov, with talks between the two set to focus on regional and global issues.

Jaishankar will co-chair the 27th session of the India-Russia Inter-Governmental Commission on Trade, Economic, Scientific, Technological and Cultural Cooperation (IRIGC-TEC) alongside Russian First Deputy Prime Minister Denis Manturov, at whose invitation he is visiting, the Ministry of External Affairs said in a statement on Saturday.

"The External Affairs Minister, S. Jaishankar, will undertake an official visit to Russia on 23-24 August 2026 to co-chair the 27th Session of the India-Russia Inter-Governmental Commission on Trade, Economic, Scientific, Technological and Cultural Cooperation (IRIGC-TEC)," the release said.

India and Russia have a longstanding and time-tested partnership.

A prior release by the Ministry of External Affairs noted that since the signing of the "Declaration on the India-Russia Strategic Partnership" in October 2000, bilateral ties have acquired a qualitatively new character, with enhanced levels of cooperation across almost all areas, including political, security, defence, trade and economy, science and technology, culture, and people-to-people ties.

Under the Strategic Partnership, several institutionalised dialogue mechanisms operate at both political and official levels to ensure regular interaction and follow-up on cooperation activities.

The India-Russia Intergovernmental Commission (IRIGC) has two divisions — the Trade, Economic, Scientific, Technological and Cultural Cooperation wing (IRIGC-TEC), co-chaired by Jaishankar and Manturov, and the Military and Military-Technical Cooperation wing (IRIGC-M&MTC), headed by the defence ministers of the two countries, the release said.

The bilateral relationship has remained strong and stable over the years. The Ministry underlined that the India-Russia partnership has been among the steadiest in the contemporary era, with a shared commitment to a multipolar world and to expanding engagement beyond traditional military, nuclear and space cooperation.
