

The high-level talks between India and Denmark over extradition of Purulia Arms drop case prime accused Niels Holck alias Kim Davy failed to make any headway as Danish officials asked for a fresh request for extradition, which will be examined by its Justice Department.
“India had renewed request through diplomatic channels in December 2002, immediately after Denmark passed a new extradition law. It took them eight years to respond to our request which was conveyed to us in April 2010. Almost 11 years of diplomatic effort is over without any end result,” sources said.
However, a ministry official said a Danish delegation headed by Deputy Permanent Secretary Jens Christian Bulow assured Indian side that fresh proposal would be expeditiously processed and the Justice Ministry would take the matter on a priority basis.
The Indian delegation headed by Internal Secretary S Jayaraman conveyed India’s disappointment saying that request was already pending with Denmark and it should consider challenging its High Court verdict of June, 2011 in Supreme Court. Union Home Secretary R K Singh refused to divulge details and said talks were held in a cordial manner.
“The CBI representatives also conveyed to the Danish delegation that if Davy is convicted during the trial in India, he may be allowed to serve the prison term in a Denmark jail as per the existing provisions in the law. India has also proposed setting up a special Indian court within the Indian Embassy in Copenhagen for the trial,” sources said, adding that the CBI had earlier assured foolproof security to Davy if he was extradited.
Known as ‘barefoot robber’ Davy, along with his associates, loaded huge cache of arms and ammunition on December 10, 1995 at Bourgas airport, Bulgaria and reached Karachi on December 13, 1995. They spent four days in Karachi and left for Varanasi on December 17, 1995. The same night, Davy and associates dropped arms including anti-tank grenades, rocket-launchers, AK 47 etc in the open field of Khatanga, Belamu, Beradih, Barudih in Purulia district.
