Deputy Chief Minister K S Eshwarappa who also holds the Revenue Department portfolio said the Nemmadi Centres that was established under public- private partnership in 2006, and subsequently shifted to Revenue Department from the Department of E-Governance have been rechristened as Atalji Janasnehi Kendras. These kendras would be formally launched on December 25.
Explaining the salient features of the Janasnehi Kendras, Eshwarappa said, “Every hobli has been provided with a deputy tahsildhar who is empowered to issue certificates/ services under 36 different heads,” he said.
The deputy tahsildars have been given powers of tahsildars for these services and there is no need to refer the applications to talsildars. This would reduce the time taken for delivery of services and increase the disposal rates, he added.
According to him, a total 900 centres would be established. Of which, 601 would be in hobli headquarters, 176 in taluk headquarters and 123 additional centres.
For this purpose, 272 hoblis have been upgraded as Nada Kacheris, deputy tahsildar’s headquarters and all the nada kacheris are manned by deputy tahsildar in place of revenue inspectors.
“In all the 601 nada kacheris, Atalji Janashree Kendras would be established and each kendra will be provided with one village accountant and one data entry operator,” added Eshwarappa.
He said that the date entry operators though procured from manpower agency would be working under the supervision of village accountant and deputy tahsildar.
“The deputy commissioner has been put in charge of this scheme at the district level and would be assisted by district consultant who is an engineer from manpower agency,” added the Deputy Chief Minister.
According to Eshwarappa, the software has been further refined for processing and monitoring of the system,” added the Deputy CM.
The failure of the earlier Nemmadi system due to power cut has been sorted out by providing solar powered UPs and battery systems to all the Kendras. He said that during the peak service season, cyber cafes, Karnataka-1 and Bangalore- 1 centres can also be converted into front offices of the Kendras.
“All the 36 services which were delivering through the Kendras were in the purview of Sakala services so that new system would be ensured and there is less default of time,” added Eshwarappa.
