'Make stand clear on BU bifurcation'

The Opposition on Friday urged the government to make its stand clear on bifurcation of Bangalore University and either to write to the Chancellor and get the Bill passed or recall it.

BJP MLC Y A Narayanaswamy said the Governor who has given his assent to all other Bills, including Land Reforms Act-2012 (amendment bill) that he had rejected earlier, is dilly-dallying with clearing the Bill that will facilitate bifurcation of the varsity.

He said the previous BJP government wanted to bifurcate the varsity as DVG Jnana Vahini University comprising education institutions in Bangalore Rural, Ramanagaram, Chikballapur and Kolar districts.

Legislative Council member Leela charged that Governor H R Bhardwaj is not in favour of creation of a new university and has also made it clear at public fora.

Opposition leader D V Sadananada Gowda said the Bill is pending with the governor for the last four months and urged the government to intervene.

JD(S) floor leader M C Nanaiah said the government can exercise its prerogative to withdraw the Bill or pursue it with the Governor to get his assent.

Meanwhile, IT and BT Minister S R Patil said the government will take up the issue with the governor.

Salaries on Time

Primary and Secondary Education Minister Kimmane Rathnakara said the government will ensure that teachers get their salaries on time.

BJP MLC Ramachandra Gowda said the salaries of teachers in government and aided institutions are getting delayed.

He said salaries paid through zilla panchayats have not been given on the first day of the month. Gowda said the government should pay teachers’ salaries through cheques.

MLC Marithibbe Gowda also charged that the teachers of aided institutions are not paid salaries for the last three months.

The plight of Pre-University teachers is no different, he added.

The minister said that paying salaries to teachers through ZP is in practice for the 20 years.

He said that steps are being taken to simplify the process to ensure that teachers get their salaries on first day of the month.

The minister also assured Council Chairman D H Shankarmurthy that he will convene a meeting of legislators representing graduates’ and teachers’  constituencies to discuss the problems of teachers.

Rs 739 cr UGC Arrears

The state has to pay 35 months of UGC arrears running up to Rs 739.27 crore to 9,877 teachers.

In reply to MLC Marithibbe Gowda, Higher Education Minister R V Deshpande said the UGC is yet to pay 80 per cent of the arrears.
