MLC Puttanna on Wednesday accused principal secretary to Higher Education Department Rajaneesh Goel and Dakshina Kannada Zilla Panchayat CEO Tulasi Maddineni of violating norms.
He told reporters that Goel has released more than Rs 12 crore as arrears violating the AICTE norms while promoting 90 assistant professors of government engineering colleges as associate professors.
“The professors who were promoted are not eligible to get the posts of associate professors as per their work experience and educational qualification. But Goel did them a favour and promoted them illegally,” alleged Puttanna.
According to him, Goel has even helped them to get financial benefits. “The arrears were released from the date they have joined the profession. That comes to around Rs 12 lakh per person and that comes around Rs 12 crore,” the MLC reasoned.
Puttanna also accused DK ZP CEO Tulasi Maddineni of violating the Karnataka Transparency in Public Procurement Act (KTPP) with regard to development works when she was the Koppal DC.
“In the Cabinet meeting in Gulbarga in October 2010, the then government had released `25 crore for the development of the city (Koppal). But while implementing the works, Tulasi Maddineni violated the KTPP Act. Without calling the tenders, the work orders were given to contractors,” Puttanna charged.
He demanded Chief Minister Siddaramaiah to order Lokayukta enquiry against these two IAS officers in the next 15 days.
Maddineni said, “I have not done nothing wrong. I have done everything as per the rules and anybody can check records at Koppal CMC. ” Goel was not available for comments.
