Include Garbage Management in Curriculum, HC Tells Palike

BENGALURU:The High Court on Friday told the state government to sensitise schoolchildren on segregation and proper disposal of waste as a short-term measure and also make it a part of curriculum as a long-term measure.

Hearing a batch of petitions, a special division bench of Justice N Kumar and Justice B V Nagarathna gave this suggestion to Bruhat Bangalore Mahanagara Palike Administrator T M Vijay Bhaskar, Commissioner G Kumar Naik and Special Commissioner Darpan Jain (Solid Waste Management).

“Instead of deploying security guards or policemen, you sensitise children who will prevent their parents from improper disposal of garbage. Children will strictly follow the instructions of teachers”, the bench said, adding that a PowerPoint presentation on segregation of waste will be more effective.

This suggestion came after Vijay Bhaskar informed the court that they have deployed security personnel to prevent people from throwing garbage and debris on the road side at night.

Vijay Bhaskar assured the court that he will hold discussion with education department officials and school principals on the matter. “BBMP’s revenue is very low as property tax has not been revised since 2006-07. Only `30 crore was realised as garbage cess which is only 10 per cent of the total money spent on garbage disposal every year,” he said.

The bench also asked Vijay Bhaskar to visit Mavallipura landfill to improve the situation.

‘Name Hoteliers’ Association’: The division bench asked BBMP to cancel the licences of hotels if they do not adhere to the terms and conditions of the license. “Name the Hoteliers’ Association as a party to the petition so that directions can be given to them,” the bench said.

Guv Returned File on KPSC Members: AG

Advocate General Ravi Varma Kumar on Friday informed the High Court that Governor Vajubhai Vala had returned the file on proposed action against some tainted members of Karnataka Public Service Commission (KPSC).

The governor sent it back to know whether the proposed prosecution of members of KPSC is permissible under law or not, Kumar said, before seeking two weeks’ adjournment of the case.

He further submitted to the division bench  of Acting Chief Justice Subhro Kamal Mukherjee and Justice B V Nagarathna that the state government had sent the proposal to the governor for consent, before sending it to the President.

The bench, which is hearing public interest litigation challenging the appointment of gazetted probationers in 2014 by Karnataka Public Service Commission members named in a CID report on large-scale corruption in the recruitment, adjourned the case.
