Suspension of Assembly not new

It is not for the first time that the Kerala Assembly had been temporarily suspended following the disruption of the House by the Opposition. In June 2000, in the 13th session of the 10th Kerala Assembly on the allotment of the Plus II seats, the Opposition disrupted the proceedings of the House on seven days demanding a judicial probe.

On these days, the then Speaker had suspended the Zero Hour. Grants for various departments were passed without discussion. The Assembly that was suspended on June 28 resumed on July 27. Due to the ruckus in the Assembly by the Opposition, in the 2000-01 budget,23 demands for grants were passed without discussion and nine were passed guillotine in the session. The Assembly then had also passed the Financial Appropriation Bill without discussion. Also in October 2001, due to the Opposition’s protest inside the House, for six days the Question Hour and the Zero  Hour were cancelled.
