The Lok Ayukta has suggested that the Vigilance and Anti-Corruption Bureau should inquire into all aspects regarding the establishment of Brahmapuram Solid Waste Disposal Plant in Kochi.

Observing that an investigation by the Vigilance was warranted, Lok Ayukta Justice M M Pareed Pillay and Upa Lok Ayukta Justice G Sasidharan said that the competent authority may give direction to the Vigilance and Anti Corruption Bureau to investigate into all aspects with regard to the establishment of the plant.

In a petition filed by M L George, the Lok Ayukta observed: “The complainant is justified in contending that the failure of Brahmapuram Solid Waste Disposal Plant can only be owing to the large-scale corruption involved in the construction of the plant.” In the petition, George alleged that the plant had been totally deserted since January 2011.

“The defence statement also mentions that unequal settlement of the plant’s structure had occurred owing to manufacturing defect and only 168 tonnes of waste was processed in the plant and that too using Hitachi manpower. From the defence statement it can be noted that Brahmapuram plant has become a total failure,” Lok Ayukta said.
