High-security Prison Facility Inaugurated at Viyyur

THRISSUR: Home Minister Ramesh Chennithala inaugurated the high-security prison complex, the first of its kind in the state, with a dedicated block for housing transgenders, at the Viyyur prison complex on Saturday. “The high-security prison complex is unique and one of-its-kind in South India. Employees here have to undergo additional training on multiple aspects. It might take at least six months for the prison to become fully operational,” said Anilkumar, special officer in charge.

The three-storeyed building has been constructed to incorporate an extensive courtyard with modern surveillance and security facilities. A fund of almost ` 26 crore has been spent on its construction. The prison complex has been constructed in 9.5 acres with a perimeter wall of 730m circumference.  “We have set up biometric identification for guards, an e-beat system, secure double locks, complete CCTV coverage and tele-conferencing facilities for prisoners. Medical facilities are available within the prison, including tele-medicine facilities and the prison is linked to the Medical Colleges. The whole purpose is to ensure minimal prisoner transport. The cells are furnished with toilets, bathrooms, wash basins, ceiling fans and cots,” said Anilkumar.

On the security side, the prison employs a full body scanner, baggage scanner, biometric verification, fully computerised data management systems, power fencing and dog squads. 4 watch towers of 15m height are replete with night vision binoculars, high beam search lights and walkie talkies for  guards. The facility will segregate those remanded under the Goonda Act, murder cases, under NIA investigation and terrorist activities.

The high-security prison will have a dedicated block for housing transgenders. The transgender block will be inaccessible to other prisoners. “Their human rights must be protected and they have been officially recognised as the third gender. Such a move to set up a dedicated facility will give them an identification and impetus to come forward,” said Anilkumar.
