BHUBANESWAR: In a bid to infuse efficiency in the execution of construction works in hospitals and health institutions, the State Government is all set to roll out e-Swasthya Nirman Monitoring system on Monday.

 The web-based application will track physical and financial progress of all construction activities undertaken by Zilla Swasthya Samitis (ZSSs) in different districts under National Rural Health Mission (NRHM) and the State budget. It will monitor activities across all hospitals from primary health centres (PHCs) and community health centres (CHCs) to the district headquarters hospitals (DHHs).

 The engineers and authorities concerned will have to report daily progress of the works undertaken and funds utilised through the web-based monitoring application. The engineers and NRHM personnel at the field level have been trained on using the application and will have to fill all details every day without fail.

 The online application will integrate all activities of construction such as forecasting, tender processing, work execution, monitoring of financial utilisation, user tracking and allotments.

 The Health and Family Welfare Department has been receiving huge amount of funds under NRHM and other programmes for strengthening infrastructure of health institutions. But monitoring the execution and progress of the works has emerged as a big problem. The NRHM with limited resources is not able to monitor the execution of such a huge volume of works and the responsibility has been given to ZSSs and the district administration.

 There was a need to centrally monitor the activities. The e-system would not only speed up execution works but also bring in transparency and accountability to the operations, Health Minister Prasanna Acharya said.

 Funds to the tune of ` 515.92 crore have been sanctioned under NRHM for construction of hospital buildings and allied infrastructure. Around 6,344 works have been undertaken in PHCs, CHCs, block hospitals and DHHs.

 According to the Department, about 2,743 works have been completed at a cost of ` 262.33 crore while 2,453 are underway. Work on the rest would commence soon, sources said.
