The State Government on Tuesday asked the Health and Family Welfare Department to prepare a detailed project proposal for developing the Capital Hospital into a Post Graduate Institute (PGI) on the model of PGI Chandigarh.
Though the Government has given in principle approval for developing the Capital Hospital to a PGI, lack of budgetary support has considerably delayed the project.Chief Secretary Bijay Patnaik on Tuesday reviewed the integrated development of the hospital at a high level meeting here.
The Department was asked to give a yearwise break up of targets and requirement of funds to achieve the milestone.
The proposal should be submitted for Government approval. The Chief Secretary said the projected requirement should be directly linked to objectives set for realisation. The Hospital authorities have been asked to develop database of all the activities of hospital and take steps to computerise the entire history and treatment record of the patients.
The design and project plan of the proposed PGI should be prepared by reputed and experienced architect firm in hospital construction so that patients get seamless paramedical and other pathological services within shortest possible time.
Over the years, the service demand and delivery in Capital Hospital has increased manifold and the hospital now matches the status of a tertiary care hospital like medical colleges.
Established in 1954 with 60 beds, the Capital Hospital has now expanded to a hospital with 600 beds, round the clock specialty services along with super specialty OPD services once in a week in the branches like Neurology, Endocrinology and Gastroenterology. Presently, the daily average indoor admission in the hospital is 177.
It has been estimated by a committee that by 2020, the volume of outdoor patients will cross 14 lakhs and the admission of indoor patients by this time will reach around one lakh.
The bed occupancy rate in the hospital is more than 100 per cent in different departments. In view of the increasing demand in the hospital, it has been projected that by 2020 the daily indoor admission will rise up to 240 and more than 900 hospital beds will be required to provide services to indoor patients. The issues relating to additional manpower requirement for developing hospital to PGI, training centre for students of AIIMS, removal of encroachment from land allotted to hospital were also discussed.
