As an initiative for strengthening implementation of Right to Education in the State, the State Government has come up with a road map for continuous and comprehensive evaluation (CCE) at the elementary stage.

If approved, the scheme will be implemented from the coming academic year. The objective of CCE is to develop a school-based internal assessment system for monitoring the learning and progress of students regularly. The purpose is to identify the difficulties faced by the students so that remedial measures for improvement can be provided to him/her.

Official sources said periodical assessment of child’s learning level and progress in all dimensions of his personality have been emphasised in this scheme.

The road map has been prepared through a series of consultations, workshops and seminars with national level experts, representatives of stake holders and technical experts.

The components of the scheme include formulation of framework for implementation of CCE, preparation of packages for training of teachers, preparation of teachers manual and formats for progress report cards.

The State Government has advised the School and Mass Education department to include physical education and outdoor games and sports in the system of evaluation.

Besides, schools have been asked to  create conducive environment for raising competitive spirit among the teachers.  The teachers should be oriented towards computer based teaching learning methods so that they remain updated and motivate students for learning through computers.

The department has also been advised to develop a software design for each school so that each teacher can make use of it to upload and avail information about the school and its whole range of activities. Besides, a web-enabled monitoring system will also be developed for all schools.

The department has been asked to develop models for evaluation of performances of schools by a third party evaluator which can suggest models for improvement for each school.
