The State Government on Thursday deferred the proposed e-auction of Indian Made Foreign Liquor off-shops and country spirit shops by another two months.
The State Cabinet presided by Chief Minister Naveen Patnaik accepted the proposal of the Excise Department for extension of two more months’ time for continuance of the existing licence of the IMFL off-shops and country spirit shops till July to facilitate settlement of the shops by way of e-auction.
Further extension of the time was decided as per the interim direction of the Orissa High Court, Chief Secretary BK Patnaik told news persons after the Cabinet meeting.
Earlier, the Government had decided to settle the existing IMFL off-shops and country spirit shops by way of e-auction for the current financial year to bring in transparency in the licensing system and to augment revenue.
Since the Excise Department was not prepared for e-auction, the Government had allowed two months’ time till May to complete the process of e-auctioning.
Meanwhile, cases were filed in the High Court on the modalities of the e-auction. Since the High Court has directed for extension of time, the matter was taken to the Cabinet, the Chief Secretary said.
The Cabinet also approved three proposals of the Health and Family Welafre Department including framing of the Odisha Homoeopathic Medical Education Service Rules, 2013 to regulate recruitment and conditions of services of lecturer in Group-B, professor and principal in Group-A service.
The Department felt the need to frame a set of rules in order to get right type of lecturer in a fair and competitive selection process for imparting better teaching to students in homeopathic medical colleges, Health Secretary PK Mohapatra said.
With the Cabinet approval, the department will now frame Odisha Ayurvedic Medical Service Rules, 2013 and Odisha Homoeopathic Medical Service Rules, 2013 to regulate recruitment and conditions of service of Ayurvedic and Homoeopathic medical officers, scientific officers, specialists in Government Ayurvedic and Homoeopathic hospitals and officers in the Group-A service.
