CHSE to Cancel Affiliation of Errant Colleges

BHUBANESWAR: The Council for Higher Secondary Education (CHSE) has decided to cancel affiliation of self-financing colleges that fail to adhere to regulations governing basic infrastructure requirements.

Taking a strong stance against junior self-financing colleges flouting affiliation norms, the Council has decided to form a special squad to inspect infrastructure and manpower of all these colleges. Currently, there are about 317 self-financing colleges in the State of which most are residential and also accommodate day scholars.

CHSE chairman Basudev Chattoi said the special squad, comprising senior Council officials, will conduct random surprise visits to the self-financing colleges to review their facilities. CHSE has put in place regulations for affiliation, which specify various details like the number of classrooms required against the total sanctioned strength and laboratories required for conducting practical classes. Any college that does not have the requisite infrastructure and manpower will lose its affiliation with immediate affect, Chattoi said.

Self-financing colleges are only allowed to conduct practical examinations in their campus. This year onwards, the colleges have been instructed to install CCTV cameras to record the practical examinations failing which they will not be allowed to conduct the tests.

CHSE has started implementing reform measures in examinations as well as academics in a phase-wise manner.

The measures were introduced after large-scale discrepancies came to the fore during Plus Two examinations last year.
