Standalone urinals for Swachh towns: Odisha government

BHUBANESWAR: The State Government has decided to promote standalone urinals in all urban local bodies (ULBs) and community toilets for a cluster of four and six houses.
As per the decision was taken at a high power committee, the district administrations would give permissive possession of land required for setting up of the urinals, while one toilet with septic tank and soak pit would be set up for a cluster of four houses and two toilets for a six-house cluster.

Sources said all houses in a group will jointly apply for community toilet and a lead house from the cluster will be given work order for construction of the unit. The beneficiaries will initially contribute for the construction after receiving the sanction order. The Government will reimburse the cost in two instalments.

“The beneficiaries will get `40,000 for a single toilet block and `55,000 for two toilets with common septic tank and soak pit. The houses in the cluster will be responsible for operation and maintenance of the toilet block,” said an official.
In order to increase the coverage of additional incentive to vulnerable households, it has also been decided that the beneficiaries who possess NFSA card will get an enhanced grant of `8,000 for construction of individual household latrines (IHHL).

The new IHHL incentive of `6,667 would be given to beneficiaries who have not been paid yet and the same incentive will be extended to eligible beneficiaries of Puri for willing to convert insanitary latrine to sanitary latrine by connecting it to sewerage system.
“The fund share for sanitation awareness has been increased to 75 per cent from the existing 50 per cent and decision has been taken to identify one person as a Swachhagrahi per ward to motivate beneficiaries for IHHL and community toilets. He will get an incentive of `150 per toilet constructed from the awareness fund,” the officer added.

Of the 2,21,545 dysfunctional toilets identified under Swachh Bharat Mission (Gramin) baseline survey, 22,005 toilets have been repaired and rest 1,99,540 will be repaired by October 2.
While `239.44 crore is required to make all dysfunctional toilets functional, the State Government has received `82.37 crore.

It has been decided that district mineral foundation fund (DMF) will be provided for Angul, Dhenkanal, Jajpur, Jharsuguda, Keonjhar, Koraput, Mayurbhanj and Sundargarh districts for repairing of the defunct toilets.
