Rs 10 K Fine Slapped on Lawyer for Seeking UN 'World Army'

MADURAI: The Madurai Bench of the Madras High Court on Monday slapped a fine of Rs10000 on a petitioner who filed a public Interest Litigation (PIL) seeking a direction to forward recommendations made about formation of a ‘world army’ to the United Nations.

The petitioner claimed “it is a proven fact that wars are happening between the countries only because of availability of separate armed forces with them. So if United Nations would be converted into the United National government and have a common army under its control, it would work for peace rather than the wars”.

A Division Bench of Justices S Manikumar and C T Selvam dismissed the petition, saying that “it was a frivolous and vexatious petition that seemed to be filed to waste the precious time of the court, which could not be entertained as the PIL.”

The 56-year-old petitioner, who was an advocate practising in the Madurai district court, said “though there are many states or provinces in every nation, there would be only  common armed forces. If the states would have separate armed forces, they might have fought each other”.

“In the same way, there should not be army in hands of the countries and so they should be dissolved and would pave the way for the common army to be controlled by the UN”, he added.

He has made a request on this count to the Secretary of Union Ministry of External Affairs (UN Political division) in November last, but so far they have not made any reply. So the HC should direct the MEA to forward his petition to the General Secretary of the UN, he prayed.

Dismissing the petition, Justices Manikumar and C T Selvam said that without knowing the jurisdiction and power of the court, the petitioner has come up with the prayer. They ordered him to pay Rs10000 to the Madurai district legal services authority within a month.
