Government Slashes Panchayats' Building Permission Powers

HYDERABAD: In an important development, the state government has decided to cut the powers of gram pachayats to grant permissions for buildings with ground plus two floors in Hyderabad Metropolitan Development Authority (HMDA) limits in order to check unauthorised and haphazard development of the city.

Building owners wanting to construct G+2 floors in HMDA limits have to approach the HMDA office for building permission in near future by applying online and the permission will be released in 30 days. HMDA zonal offices, which were closed down in the past, will be restored shortly.

The government will withdraw the delegation of town planning powers vested with gram panchayats to give permissions for construction of buildings with G+2 floors  and the powers will be vested in HMDA, minister for municipal administration and urban development KT Rama Rao has said.   

However, a share of the revenue generated from building permissions would be given to gram panchayats for carrying out developmental activities in the villages, Rama Rao said after the sixth HMDA Board meeting held at MCRHRD Institute at Jubilee Hills here on Thursday.

Illegal constructions are mushrooming in the surrounding villages in the four zones of Shamshabad, Shankarapally, Medchal and Ghatkesar due to lack of monitoring by the authorities concerned.

There are a large number of illegal constructions above three floors, function halls, commercial buildings and layouts in the four zones of HMDA. All these illegal constructions do not come under the purview of the Greater Hyderabad Municipal Corporation (GHMC).  

The minister, who is also the vice-chairman of HMDA, directed HMDA to complete integration of master plans into a unified master plan in the next three months.

CM K Chandrasekhar Rao had decided last year to have one unified master plan for the entire HMDA region instead of five master plans. The proposal for unifying the master plans, issues relating to seamless connectivity of zoning regulations and area development plans were discussed. HMDA has jurisdiction over an area of 7,257 sq.km, the second-largest metropolitan development area in the country, and is poised to expand further. HMDA was formed by merging Hyderabad Urban Development Authority (HUDA), Hyderabad Airport Development Authority (HADA), Cyberabad Development Authority (CDA), Municipal Corporation of Hyderabad (MCH) and the extended area of HUDA.

"The city has also grown and it is a larger area now. It is time to integrate the existing plans and develop a comprehensive master plan," HMDA metropolitan commissioner T Chiranjeevulu said. The meeting also decided that development charges of Rs  1,400 crore to be paid by GHMC to HMDA would be cleared by GHMC in a phased manner.
