Govt to Stop Routine GOs, to Issue Only Key Ones on Website

HYDERABAD:  At last the state government has finally decided to use ‘common sense’ while issuing government orders.

The process of issuing government orders (GOs) will take a new shape in the next 10 days. When anyone visits government website for GOs “goir.telangana.gov.in”, several unnecessary GOs like sanctioning money for water bottles, newspaper bills, sanctioning earned leaves, maternity leaves would irritate the visitors.

In this process, the visitors are likely to overlook some important policy decisions of the government.

Now, the state government has decided to stop issuing all such sundry routine GOs (RTGOs).

Soon, the government will start issuing GOs only on important decisions that impact the public. A four-member committee has been constituted under chief secretary Rajiv Sharma to make drastic changes in issuing GOs.

The state government has been issuing a whopping 25,000 GOs every year. “Out of which, 95 per cent GOs are useless,” admitted an officer, who is a member of the  committee. ENS

Official sources said that to stop issuing wasteful GOs, there is a need to amend the existing Secretariat Manual or Business rules. “We are currently on the job. A decision will be taken very soon,” the officials said.

Till the new system is put in place, the officials suspended the “goir.telangana.gov.in” for public access.

The website is now available for viewers at the Secretariat only. “We have temporarily suspended the website for public use,” the sources said.

Officials also pointed out that the Central government, which is almost 50 times bigger than the Telangana state in terms of administrative work, never issues GOs.

Instead, the Centre issues office memorandum or office order.

Asked whether the state too would permanently suspend the issue of GOs and take the Centre’s route like issuing of memos or orders, the officials said that the four-member committee would take a decision on this.

“Our intention is not to keep the information away from the public. This is an attempt to stop wasteful work in government system,” the sources said.
