HYDERABAD: The Tirupathi Rao committee, constituted by the state government to look into the setting up of district fee regulatory committees (DFRC), has recommended constitution of DFRCs to be headed by a retired district judge or a retired officer of Telangana government not below the rank of secretary.


It has also recommended fee regulation by private schools from the ensuing academic year itself. Prof Rao said those schools which had already collected fees would be made to adjust the additional fees against future fee payments. 


Further, school fee will be revised only once in three years after a GO in this regard is notified. Calling the final set of recommendations “a huge step forward for the parents”, Ashish Naredi, a representative of the Hyderabad School Parents Association (HSPA), said, “HSPA hopes that the government will notify the requisite GO without any further delay and set in motion the process of setting up the fee regulatory committees.”


At the final meeting of the committee it was also decided that the report would be submitted to the government on May 29. The Independent Schools Management Association (ISMA) insisted on more time being given for reviewing the recommendations. 


However,  it was decided that they had to give their final comments by May 25. The legal loopholes pointed out in the judgments of the High Court and Supreme Court have been corrected and the new GO is expected to be notified under the 1983 Capitation Fees Act. 

Revision of tuition fee once in three years

The Tirupathi Rao committee, in its report to be submitted to govt on May 29, favours revision of tuition fee in private schools once in three years.
