443 tahsildars to be given powers of sub-registrars in Telangana

The state government had thought of giving sub-registrar powers to tahsildars, following Miyapur land scam.

HYDERABAD: It is official now. Tahsildars will soon act as sub-registrars for registration of lands in the state. Chief minister K Chandrasekhar Rao made an announcement to this effect in the state  Assembly on Tuesday in reply to short discussion on “Purification and updation of land  records.”  The state government has also decided to issue new tamper-proof and water proof pattadar passbooks from January 26. 

The state government had thought of giving sub-registrar powers to tahsildars, following Miyapur land scam. Rao came out with such a proposal in June this year and the department had studied the feasibility.  However, the state government had no proposal to merge the registration with revenue department. The existing 141 sub-registrars will continue. According to Rao, apart from the existing sub-registrars, another 443 out of 584 tahsildars would be given registration powers.

After the purification of land records is completed, new pattadar passbooks, which will  look like passports in quality would be issued to the farmers, the chief minister said.  The sale and purchase of any agricultural land would be updated in the passbooks in real time manner, Rao explained.
With the core banking solution, people were able to draw money anywhere and from any ATM. “A similar software is being developed to update pattadar passbooks,” the chief minister said.
He said purification of land records in the first phase was taken up in 6,242 villages and the work was completed in around 3,500 villages. 

The remaining work would be completed in a week’s time, he said.  The work in all the villages would be completed by December 31 and purification of land records would be taken up in urban areas from the month of February onwards. The Chief Minister said that when the land record updation was dynamic, then two per cent growth in GDP would be achieved automatically. Purification of land records was taken up after 1930s after Nizam rule, he added.
