

HYDERABAD: The state government has operationalised the Hyderabad Industrial Lands Transformation Policy (HILTP) by issuing detailed implementation guidelines for the relocation of polluting industries located in industrial parks and standalone units within Hyderabad’s Core Urban Region (CURE). On Saturday, IT and Industries Minister D Sridhar Babu launched a dedicated online portal for eligible industrial units seeking benefits under the policy.
The government had formulated the policy on November 22, 2025. Officials said around 9,300 acres of industrial land within the CURE are proposed to be converted into multi-use zones.
Online system introduced for land conversion
According to the guidelines, two scrutiny committees headed by the executive director of TGIIC have been constituted to examine applications. Industries located in 22 industrial parks within the ORR limits are eligible to convert industrial land into multi-use zones. Applicants must clear all charges and dues before their applications are taken up for scrutiny.
The scrutiny committees will submit proposals with recommendations to the approval committee within three days. The approval committee, chaired by the special chief secretary of the Industries department, will approve, reject or defer applications within seven days of receipt.
Based on the recommendations of the Cabinet sub-committee, the government has approved payment of an upfront Development Impact Fee (DIF) of 10% and consideration of existing SRO market rates for applications submitted on or before June 30, 2026.
The portal allows eligible industrial unit holders to submit, monitor and track applications online.
A dedicated support and grievance redressal mechanism has also been established for applicants and departmental officials through a structured ticketing system.
