IAS Officers' Shortage Ranks Low on States' Agenda

NEW DELHI: To fill its IAS officers’ vacancies, Jammu & Kashmir selected 11 state officers, but all the cases relate to 2010, 2012 and 2013. The 2014 vacancies could not be determined. Manipur promoted three officers, while Mizoram selected two state officers for promotion. Odisha too successfully carried out the promotion process by selecting 13 SCS officers and one non-SCS officer.

Surprisingly, a state like Haryana where vacancies to select IAS officers through promotion has been determined by the Centre since 2011, has not been able to organise a meeting to finalise the selection. In 2011-12, the Centre had determined 17 IAS officers’ vacancies through promotion and subsequently six vacancies each for 2013 and 2014. Haryana is facing a shortage of 45 IAS officers against the total authorised strength of 205.

Bihar is again at the bottom, though it is not the first for the state. The state government is sitting on 71 vacancies determined by the Centre. Of these, 31 vacancies were cleared in 2011. Bihar is facing a shortage of 108 IAS officers against the total sanctioned strength of 326 IAS positions.

Madhya Pradesh is facing a shortage of 97 IAS officers against the total sanctioned strength of 417. However, 27 vacancies cleared by the Centre are pending since 2010. Similarly, Maharashtra, facing the shortage of 73 IAS officers, has delayed 27 appointments through promotion.

“These delays have an appalling impact on the overall promotion cycle and puts unnecessary burden on UPSC. The Centre has requested the states to ensure that complete proposals are sent to the UPSC expeditiously,” a senior government officer said.
