Smriti opens new chapter in teacher training

NEW DELHI:The HRD Ministry led by Smriti Irani is considering implementing recommendations of a government-appointed panel through which students aspiring to be teachers will decide the fate of their institutes and their faculties.

In its report last month, the panel set up to review the working of the National Council of Teacher Education (NCTE), recommended that the outgoing batch of students should participate in an online “exit assessment” of educational institutions and their faculty. Parents will also judge the faculties and the exercise has to be made “mandatory”.

The report suggests if an institution continuously records a dismal show for three consecutive years, it will be served with a showcause notice and will be given a grace period for remedying. If it fails to improve, it will be “weeded out”.

“Student feedback will be taken as an acid test to eliminate mediocre institutions from the system,” former NCTE chairman Mohammad Akhtar Siddiqui, who heads the panel, said.

There are 18,839 recognised teacher educational institutes in India with an annual intake of 14,31,362 students. Of these, only 1.24 lakh students are enrolled in government institutions. Of 33,811 applications received from the private sector for opening such institutes in 2013-14, only 16,000 were cleared. During the same period, approval of 1,182 institutes was withdrawn. “Little regard for law and corruption in getting approval has been the hallmark of these institutes,” said a panel member.
