Why has the volunteer system taken centrestage in Andhra polls?

Ahead of the electoral battle between the YSRC and the TDP, the issue of volunteers has taken centrestage in Andhra Pradesh. Soon after the Election Commission of India issued orders directing the State government not to utilise the services of volunteers in the distribution of pensions at beneficiaries' doorsteps, a political blame game has begun.
