A devastating cloudburst struck Tharali town in Uttarakhand's Chamoli district shortly after midnight on August 22, unleashing a torrent of water and debris that inundated the Sub-Divisional Magistrate's (SDM) residence, the Tehsil complex, and numerous homes.
