CHENNAI:  Chennai Metropolitan Development Authority’s (CMDA) proposed bus terminus project in Kilambakkam for south-bound buses is likely to shrink to 30 acres, as part of the land lies within the protected and prohibited zone of Archaeological Survey of India (ASI). It is learnt that CMDA is now seeking clarification from ASI on the permissibility of development activities. The 88 acres of land contains Megalithic Burial Sites.

Rules bar construction within 100 metres of land ASI protected sites. Sources indicate that CMDA is likely to get the green light from ASI, but it is unlikely for the entire 88 acres of land to be put in use. This could affect the financial viability of the project and sources are questioning whether CMDA should even be allowed to develop commercial projects such as this.

The body’s proposed Madhavaram Bus terminus had faced feasibility issues too and the entire layout is now being amended. Sources from the industry say such projects should be undertaken through the Build Own and Transfer (BOT) basis. Meanwhile, ASI has asked the CMDA to approach its Chennai centre for a No Objection Certificate (NOC).

It is learnt that efforts are on to lay the foundation stone for the newly proposed bus terminus by the first week of September. Sources said a review meeting was held, and a detailed project report (DPR) prepared by a consultant to will be submitted to the State Housing and Urban Development ministry at the earliest. The consultant has highlighted the need for clearance from ASI, stating that CMDA has to officially take up the issue with appropriate ASI officials to get clarity and information about development regulations and limitations.

Currently, NoC is being given by the ASI for only ground plus two floors, approximately with a maximum height of 10.5m. The consultant has prepared master plans taking into consideration the bus terminus and an economic hub. A revenue model detailing the financial mechanism for the project and cost has also been prepared.
