HMDA to Sell Stray Bits of Land in City

The price of stray bits adjacent to residential complexes would be fixed by Committee based on market price fixation guidelines

HYDERABAD: As its financial status is in a precarious condition, a desperate Hyderabad Metropolitan Development Authority has decided to sell stray bits and leftover lands of its residential complexes in the city.

The allottees of various residential complexes of HMDA were requesting HMDA for allotment of adjacent land and stray bits available next to their plots and houses which are uneven and triangular and not useful to others except for applicants.

For allotment of adjacent lands and stray bits in various residential complexes, HMDA has constituted Stray Bit Committee (SBC) for fixation of price for lands identified and proposed for allotment. Several such stray bits and adjacent lands have been identified for allotment.

The SBC will consist of ORR project director as chairman, HMDA estate office (member and convener), member (estates), chief engineer, chief planning officer and chief accounts officer as members.

If a piece of land is over 125 sq mts with frontage width of more than 10 metres, a such piece of land will be disposed os as a plot. It will not be treated as a stray bit. If the piece of land has a frontage of less than 10 metres, irrespective of its total size, it will be allotted as a stray bit.

Any stray bit or adjacent land proposals placed before the committee for price fixation and allotment will be inspected by the EE, PO and EO officials concerned, and they have to certify that there is no feasibility to auction the stray bit as an individual plot there will be no balance land available there after allotment of the proposed stray bit.

The stray bit should not be a part of park, statutory open place, water body, road in the layout and no approach road to the stray bit proposed or no approach road feasible.

After determining the land as stray bit, it will be allotted to the adjacent owners depending upon location and access of the stray bit from the plots.

The price of stray bit would be fixed by SBC based on market price fixation guidelines by taking market rate obtained from the sub-registrar concerned, upset price, highest, average rate fetched in the previous auction or in e-bidding for the area.

In case of more than one applicant, auction will be conducted by fixing the upset price. The highest quoted among the above will be treated as a successful applicant, HMDA officials added.

About 25 sq yd of excess area will be allotted by the secretary and for above 25 sq yd, the metropolitan commissioner will fix the rate for excess area.
