HYDERABAD: Duplication of levy and collection of Town Planning fee by HMDA and adjacent municipalities is causing confusion and inconvenience among applicants of industrial building permissions under TS-iPASS. The Director of Municipal Administration (DMA) found HMDA to be collecting building permission fee along with other charges under the jurisdiction of about 10 Urban Local Bodies surrounding HMDA.

The ULBs were also insisting on payment of building permission fee and other charges, resulting in duplications and causing confusion among applicants. In one such case, HMDA has asked one applicant of Nadargul for payment of development charges and processing charges for construction of industrial buildings that would house a unit manufacturing defence fuel pumps.

The Badangpet municipality, under which the project comes, also insisted on payment of the charges leading to the duplication. The DMA has observed that such duplication of collection of fees, charges by HMDA and municipalities is creating uncertainty and confusion and urged the Director of Town and Country Planning to streamline payment procedure immediately.

DMA officials said that Principal Secretary to Chief Minister in a meeting held last year had directed the DMA to issue orders for streamlining the collection of all fees by ULBs similar to the Gram Panchayats and Commissioner of Industries, Hyderabad to create online procedure for collection of such fees. The DMA observed that HMDA should be a single point for collection of all the fees and charges payable by the applicants under Town Planning. After the collection, the amount payable to ULBs would be transferred online to the ULBs account by HMDA.

A few days ago, DMA urged the DTCP to indicate the fees and charges to be collected by the ULBs and by HMDA. A few days ago, the DTCP in consultation with the ULBs and HMDA officials had prepared a comprehensive sheets showing the schedule of rates to be levied by HMDA for as many as 10 surrounding municipalities (Sangareddy, Bhongir, Badangpet, Pedda Amberpet, Ibrahimpatnam, Shadnagar, Jillelguda, Meerpet, Jalpally and Medchal Municipalities)  under TS-iPASS while disposal of industrial building permissions. The Nodal Officer of TS-iPASS, Commissioner of Industries have been communicated to keep scheduled of rates for types of industrial building permission fee & charges on TS-iPASS website.

EV&DM wing of GHMC to be strengthened
Hyderabad: Will the Telangana Police, Telangana Fire Services department depute about 350 officials and staff for the effective functioning for Directorate of Enforcement, Vigilance and Disaster Management (EV&DM) in GHMC? As there is no proper enforcement mechanism nor disaster management to deal with disasters like heavy rains, flash floods etc in Greater Hyderabad limits, the State government wants to strengthen the EV&DM wing in GHMC to deal with enforcement and disasters. The EV&DM through GHMC sought sanction of posts and allocation of staff from various departments on deputation. According to GHMC officials, EV&DM sought as many as 258 police personnel for the purpose. Similarly, it sought 42 fire department to be deputed from the fire services department. EV&DM also sought deputation of as many as 95 personnel from GHMC.
